Subject: Establishment of the “Prohibited or Restricted Types of
Hydrofluorocarbons for Manufacture, Import, Export, Sale, Use or
Emission,” Effective Immediately.
Legal Basis: Article 38, Paragraph 1 of the Climate Change Response Act.
Announcement Items:
1.Hydrofluorocarbons (HFCs) are high global warming potential (GWP)
Greenhouse gases (GHGs) regulated under the Montreal Protocol, and the
types covered are as follows:
(1) Difluoromethane (CH2F2, HFC-32)
(2) Fluoromenthane (CH3F, HFC-41)
(3) Pentafluoroethane (CHF2CF3, HFC-125)
(4) 1,1,2,2-Tetrafluoroethane. (CHF₂CHF₂, HFC-134)
(5) 1,1,1,2-Tetrafluoroethane (CH₂FCF₃, HFC-134a)
(6) 1,1,2-Trifluoroethane (CH₂FCHF₂, HFC-143)
(7) 1,1,1-Trifluoroethane (CH₃CF₃, HFC-143a)
(8) 1,2-Difluoroethane (CH₂FCH₂F, HFC-152)
(9) 1,1-Difluoroethane (CH₃CHF₂, HFC-152a)
(10) 1,1,1,2,3,3,3-Heptafluoropropane (CF₃CHFCF₃, HFC-227ea)
(11) 1,1,1,2,2,3-Hexafluoropropane (CH₂FCF₂CF₃, HFC-236cb)
(12) 1,1,1,2,3,3-Hexafluoropropane (CHF₂CHFCF₃, HFC-236ea)
(13) 1,1,1,3,3,3-Hexafluoropropane (CF₃CH₂CF₃, HFC-236fa)

2. The HFCs specified in the preceding paragraph include both pure substances
and their mixtures.
3. The prohibition or restriction of HFCs for manufacturing, import, export,
sale, use, or emission shall be subject to the Management Regulations for
Hydrofluorocarbons.
